US mayors back bill of reparations for slavery to slave descendants.
The widespread protests over police brutality against African Americans following the murder of George Floyd by a Minneapolis white police officer has revived the debate around compensating descendants of slaves.
This summer, the United States' Conference of Mayors released a letter backing a Democratic bill calling for reparations for slavery to 41 million African Americans. The program's cost is estimated at $6.2 quadrillion.The reparations could amount to $151M per descendant of slaves. Democratic nominee Joe Biden and his running mate Kamala Harris have publicly pledged to study how reparations could be part of a larger national effort to address systemic racism. The bill HR 40 to create a commission on reparations for slavery was introduced on 01/03/2019 by Representative Sheila Jackson Lee: "The commission aims to study the impact of slavery and continuing discrimination against African-Americans, resulting directly and indirectly from slavery to segregation to the desegregation process and the present day. The commission would also make recommendations concerning any form of apology and compensation to begin the long delayed process of atonement for slavery." Among other tasks, the commission will examine: 1. The role of federal and state governments in supporting the institution of slavery, 2. Forms of discrimination in the public and private sectors against freed slaves and their descendants 3. Lingering negative effects of slavery on living African-Americans and society. Slavery provided the capital that financed the American industrial revolution. In the 1800s, slave-grown cotton provided over half of all U.S. export earnings. By 1840, the South grew 60% of the world's cotton and supplied 70% of the cotton used by the British textile industry. Other highly valued commodities that America exported were tobacco, sugar and rum which were produced with free slave labor in the South.
